These updates align methodologies with international best practices, ensuring greater transparency, integrity, and applicability in the voluntary carbon market.

The public consultation is open from April 2, 2025, to May 1, 2025, inviting project developers, carbon market specialists, and key stakeholders to submit feedback and suggestions.

Key Updates

Integration with Tero Carbon Programs – Methodologies are now fully aligned with Tero Carbon Programs and supporting documents.

  • Enhanced risk safeguards – The tonne-per-year approach has been adopted for Avoided Planned Deforestation (APD), while the buffer reserve is now applied to Degraded Area Restoration (RAD) and ARR activities.
  • Strengthened socio-environmental safeguards – Reinforcing best practices for all carbon credit-generating projects.
  • Carbon Credit Generation in APP and ARL in the ARR Methodology – Based on Article 46 of Law No. 15.042/2024, Afforestation, Reforestation, and Revegetation (ARR) projects can now generate carbon credits in Permanent Preservation Areas (APP) and Legal Reserves (ARL).
  • Focus on the CPR Verde market – The TERO.003 – Forest Carbon Stock v2.0 methodology has been refined to meet financial market requirements, including its use for CPR Verde issuance in Brazil.
