TERO.006 – ARR (Afforestation, Reforestation, and Revegetation) Methodology
This methodology establishes the technical guidelines for projects that actively remove carbon from the atmosphere through the establishment or restoration of vegetation cover. It encompasses activities ranging from forest planting in non-forested areas to the recovery of degraded lands, generating high-integrity Verified Carbon Units (VCUs) aligned with leading international market standards.

Who Can Use This Methodology?
This methodology applies to projects that promote carbon removal from the atmosphere and meet the following essential criteria:
✅ Land Tenure Compliance: The project is implemented on rural properties with verified land tenure regularity.
✅ Generates Socio-Environmental Impacts: Demonstrates at least two socio-environmental co-benefits in addition to carbon removal.
✅ Appropriate Land Use History: The area designated for reforestation or revegetation must demonstrate a minimum of five years since the conversion of its original vegetation.
✅ Voluntary Nature: The activity is not driven by legal requirements or court orders, thereby demonstrating additionality.
Applying the Methodology
Your journey from project conception to credit issuance follows a structured process. Each step requires the use of specific tools from the Tero Certification Program to ensure accuracy and auditability.
Step 1: Baseline, Additionality, and Leakage
In this phase, you establish the reference scenario (what would happen without the project), demonstrate additionality, and assess the risk of emission displacement.
- Baseline: Calculate the carbon stock in the baseline scenario of the area to be restored, following Section 3.4 of this methodology.
- Additionality: Demonstrate that the project is additional using the Project Additionality Demonstration Tool (FR.CER.003).
- Leakage: Assess and quantify leakage risk using the Leakage Assessment and Management Tool for NBS VCU Projects (FR.CER.005).
Step 2: Quantification and Permanence Guarantee
This is the core phase, where carbon removals are quantified and the safeguard mechanism is applied.
- Stock Quantification: Use the Technical Guidelines for Carbon Quantification in AFOLU Projects (DC.CER.003) to estimate carbon stock in biomass.
- Net Removals Calculation: Calculate the increment in carbon stock, adjusted for leakage, following the equations in Section 3.7.1 of this methodology.
- Risk and Buffer Pool (BP): Assess the Non-Permanence Risk (NPR) using Tool FR.CER.004, and apply the mandatory Buffer Pool mechanism to guarantee permanence of removals.
Step 3: Monitoring and Reporting
Continuous monitoring forms the foundation for periodic verifications. The Monitoring Plan must be detailed within your Project Design Document (PDD).
- Carbon Monitoring: Track biomass parameters (DBH, height, plant survival rate) and other emission sources, following Section 4.1 of this methodology.
- Risk Monitoring: Continuously monitor internal and external risk factors identified in the NPR analysis.
- Monitoring Report: For each verification period, submit a comprehensive report following the requirements of Tool FR.CER.007.
